In the case of formula grant funds such as Title I, can travel be paid in one grant period even though the travel takes place in another grant period?
LEA’s have use of their funds for the full 27 months, so if, for example, LEAs are paying for an airline ticket in 2024-25 for a trip in 2025-26, they can use the carry-forward to pay for the flight after the travel occurs.
Can federal grant funds be used for travel prior to when the travel occurs?
No, federal grant funds used for travel cannot be obligated prior to when the travel occurs.
Can conference registration be paid in advance with federal funds?
Yes.
Can federal funds be used to purchase airfare?
Since airline tickets generally have to be purchased well in advance of travel to secure a better rate, non-federal funds can be used to pay for the ticket and federal funds would reimburse the non-federal funds after the travel occurs.
Can hotel reservations be booked in advance with federal funds?
Yes. Hotels can be booked in advance with federal funds as long as the hotel does not charge until check-in.
Can hotel reservations be made in advance with federal funds if (1) the hotel takes one or more night’s fees as a deposit or (2) the hotel must be paid in advance, such as with a National Conference?
Yes. In those instances, use the same process for airline tickets mentioned above (use non-federal funds to pay for the hotel room and reimburse with non-federal funds after the travel occurs).
